Company Overview
The WCA Regional Training Center is an Accredited Private Post-secondary educational institution registered with the Wyoming Department of Education. The facility is located in Casper, WY and specializes in providing industry-driven, short-duration career and technical training in the skilled trades, transportation, allied healthcare, energy, manufacturing and safety. WCARTC is owned and operated by the Wyoming Contractors Association (WCA), a non-profit trade association established in 1932.
Company History
In 1998, WCA members organized the Construction Careers Foundation (CCF), a 501 (c) (3) tax exempt organization, raised funds and built the training center to provide much-needed apprenticeship, technical and safety training to its member construction firms during the winter season. The original facility opened in February 2001. Between 2005 and 2008 the training center expanded and now includes drill pads and training rigs, an off-road CDL driving course and a 22,000 SQ FT classroom building.
Safety Overview
The Wyoming Contractors Association Regional Training Center is dedicated to providing a safe, dependable, realistic training environment for its students and staff. In order to achieve this goal, the training center has implemented a comprehensive behavioral-based safety policy. Behavior-based safety involves all of the employees of WCARTC from the director to the custodial staff and also includes students attending training.
Equipment and Technology
WCARTC has an industrial shop, individual student welding booths, overhead crane, heavy equipment and commercial tractors including multiple configurations of trailers for use in its CDL training program. Technology used at WCARTC include a 3D Heavy Equipment simulator lab and CNC Machining Simulation lab where students can learn, practice and become proficient on basic skills before applying them on the actual equipment. WCARTC also uses Electronic Log Books in its CDL Training program.

The WCARTC has successfully trained over 20,000 students at its facility in Casper and across the Rocky Mountain Region as well as in Alaska, Canada and Mexico since 2005. Top clients include major oil and gas companies such as Halliburton, Baker Hughes, Key Energy, SST Energy and others as well as many of the most prominent heavy construction firms operating in the region. WCARTC administers and provides formal instruction and training in 7 apprenticeship programs for Wyoming Contractor Association member companies and also provides the formal heavy equipment training for the Colorado Contractors Association’s apprenticeship program. We provide graduates to fill allied healthcare positions at several large medical providers such as Wyoming Medical Center and Community Health Centers of Central Wyoming and provide heavy equipment training to the Wyoming Department of Transportation.
